Job Summary
The Director of the Office of Medical Cannabis will act as the division director and will provide leadership and strategic direction in the state's efforts to permit Minnesotans with qualifying conditions access to treatment with medical cannabis. The director ensures all activities follow the laws/policies of the state, acts as the key contact for the Office of Medical Cannabis, and works with a wide array of individuals and constituencies, internal and external to MDH, for the benefit of the program.
The Director conducts planning, development and implementation of statewide activities for patients, manufacturers, and internal research and administration in order to operate an evidence-based program and model partnerships that achieve effectiveness and cost efficiencies to support the needs of its target populations.
The director is also responsible for development of legislative and budget initiatives in a rapidly changing and complicated policy environment and serves as a member of the agency's Health Directors Team that guides the strategic direction of the agency and ensures that administrative and operational systems, policies, and procedures are in place to support achievement of public health goals.
Primary responsibilities include:
  • In collaboration with the Assistant Commissioner, provide vision, direction, and leadership for statewide planning and implementation of responsibilities related to the Office of Medical Cannabis (OMC) to support the goals of the agency, accomplish objectives in a timely and effective manner, and align with public health practice and the diverse partnerships and interactions of the agency.
  • Oversee the operations of the Office and conduct supervisory, management, and performance activities to assure the overall effectiveness of the program and consistency with department objectives and statutory mandates, rules, policy, and collective bargaining agreements .
  • Provide financial leadership and sound fiscal management to support the purpose and priority activities of the Office, ensure the appropriate and effective use of funds in accordance with state and federal requirements, and to demonstrate responsible stewardship of public resources.
  • Build mechanisms for sound information and data systems and supporting technologies.
  • Provide leadership in the development and implementation of communication strategies and relationships that contribute to the success of the Office of Medical Cannabis in achieving its' goals.

This position is eligible for telework to applicants who reside in Minnesota, Wisconsin, Iowa, North Dakota or South Dakota and is based on the business needs of the unit and is at supervisory/manager discretion.
** This is a temporary limited position with an anticipated end date of 4/16/2025 with possible extension. Temporary appointments may last up to three (3) years maximum.
Qualifications
Minimum Qualifications
To facilitate proper years of service crediting, please ensure that your resume clearly describes your experience in the areas listed and indicates the beginning and ending month and year for each job held.
Four (4) years of management and leadership experience sufficient to plan, organize, and direct human and fiscal resources to achieve full productivity under changing circumstances including experiences in the following areas:
  • Directing a regulatory or service centered program, preferably in health or human services
  • Managing a local, statewide, regional or national public health program
  • Planning, development and implementation of budgets, policies, procedures and objectives necessary to achieve the goals of an organization or program along with development of a strategic plan
  • Communicating programs and policies to varied clientele both within and outside an organization, including experience drafting new legislation, policy, procedures, and/or rules

Experience in a regulatory agency or other regulatory compliance experience.
Knowledge of the cannabis and/or hemp regulatory environment or other highly regulated environment where skills may be transferable to the cannabis industry.
Excellent management and communication skills, including strong writing skills and public speaking skills.
Preferred Qualifications
Five (5) years managerial experience, managing a major public health and/or social services program and operations including planning, development and implementation of budgets, policies, procedures and objectives necessary to achieve the goals of an organization or program along with development of a strategic plan.
Bachelor’s or master’s degree in public health, public administration, management or allied health or related field.
Experience with legislative process which includes developing, updating, and/or creating policy, procedures, rules and regulations and testifying before state lawmakers.
Experience responding to media requests, public meetings, orally or in writing and be skilled at-risk communication, with the ability to respond nimbly during interviews, public meetings and other spontaneous settings.
Well established negotiation skills and an aptitude for building consensus through cooperation and coalition-building.
