Job Summary
The Agency Projects and Planning Director will lead, manage, supervise, and administer the activities and ongoing development of the Agency Projects and Planning Office in the Health Operations Bureau. This office provides support and development for agency governance processes, project management, shared application oversight, and management and analysis activities for MDH projects with an agency-wide scope.
As the office director, this position is responsible for overseeing the development of policies, practices, and procedures to serve the agency's needs and build staff capacity for shared application governance, operations analysis, and project management.
Primary responsibilities include:
  • Plan, develop, manage, and direct the activities of the Agency Projects and Planning Office to foster innovation and create capacity for agency-wide process improvements and priority projects.
  • Lead, coordinate, and facilitate agency wide business solution efforts and Planning activities to support impending business changes, operational challenges, and program division effectiveness.

This position is telework eligible for residents of Minnesota (add in IA,WI,ND,SD as needed). Position location will be determined by the top candidate and will be based out of a Minnesota Department of Health office location. Position schedule will be based on the business needs of the unit and supervisory discretion.
Qualifications
Minimum Qualifications
To facilitate proper years of service crediting, please ensure that your resume clearly describes your experience in the areas listed and indicates the beginning and ending month and year for each job held.
Four (4) years of management and leadership experience sufficient to plan, organize, and direct human and fiscal resources to achieve full productivity under changing circumstances including experiences in the following areas:
• Project Management experience with full responsibility to design, plan, and manage complex large-scale projects; establish time and cost controls; monitor progress and assess performance; and meet interim milestones and long-term objectives
• Strategic planning where data-driven insights were used to inform decision making and setting clear, measurable objectives
• Policy Development experience including developing, implementing, and overseeing policies, practices, and procedures
Additional minimum qualifications to be assessed during interview:
• Superior written and verbal communication skills, including the ability to develop clear communication strategies and effectively convey complex ideas to technical and non-technical audiences
• Ability to make decisive and effective decisions under pressure while taking into consideration the long-term impact to both internal and external stakeholders
Master's degree in business administration, public administration, or related field may substitute for eighteen (18) months of experience; Bachelor's degree may substitute for twelve (12) months of experience; Associate's degree may substitute for six (6) months of experience.
Preferred Qualifications
• Bachelor's or master's degree in business administration, public administration, or related field
• Experience leading large-scale, complex business improvement project(s) within MN State government agencies
• Project management certification
• Subject matter expertise in M365 suite of tools, especially in the Government Community Cloud (GCC)
• Experience, training and/or certification in process improvement methodology (i.e. LEAN, Six Sigma, etc)
• Knowledge of MN State government policies, procedures, processes, statutes, and rules
