Strategize, direct, and implement QA and PMO practices for AXA Asian Markets Services (AMS) following Industry standards, AXA AMS Quality and Project Management frameworks. 

Define and maintain process standards by providing a framework to establish standard performance measures based on goals and objectives including tracking and monitoring.

KEY RESPONSIBIITIES:

Quality Management: Provide strategic direction to sustain and support QA and Project Management established processes and practices. Establish and maintain Quality Management Framework, implement QA Organizational Processes and Procedures as well as establish and maintain Delivery Review (QA) and Gate Governance on highly visible, complex, strategic projects.

Governance: Provides financial oversight, governance and management information for the strategic programs’ stakeholders and governance forums. Responsible for control and consolidation of financial revenue from Asian Market Entities across the project portfolio. Review, challenge, and support IT PMs on budget and scheduling techniques – vendor (internal and external) estimates, financial modelling & deal structuring to support project goals. 

Reporting: Establish and implement project portfolio reporting mechanisms and analysis. Create & maintain financial KPI & feed back into programmes to ensure accuracy of forecasts (e.g., run rate analysis, resource utilisation, etc.) 

Project and Program Management: Competent to observe opportunities, design, and develop strategies aligned with IT and Business objectives. Ability to establish and implement internal AXA projects and continuous improvement initiatives that will drive IT Operational Efficiency techniques.

Organizational Maturity and Continuous Improvement: Provide guidance and direction to establish and implement Organization High Maturity Practices based on industry frameworks and standards. Challenge and drive thought-leadership to implement process re-engineering, automation, and innovation.

Vendor Management: Contractual review of 3rd party engagement in the project delivery for hiring external employees including onboarding, offboarding, presentation to Steering committee for approval. Maintain and establish relationship with 3rd party providers and account delivery leads.

Facilities / Center Operations Management: Establish, monitor, and control budget for AMS PH office location. Forecast asset acquisition and disposal. Establish internal projects that improves the workplace, both building and IT infrastructures. Extended management to support BCP and Operational Resiliency processes.

Resource Management: Plan, manage, and allocation of resources via headcount and KWA utilization analysis. 


Your Profile
  • Must have certification in both Quality and Project Management Frameworks
  • Must have audit experience in other IT industry frameworks and standards, e.g., TMMI, Prince2, CMMI, ITIL, ISO, etc.
  • Minimum of a bachelor’s degree in Computer Science, Information Technology, Computer Engineering, or related technical discipline
  • Minimum of combined 10 years of solid Quality and IT Project Management experience
  • Must have experience working in global companies, preferably following an onshore-offshore model, with key understandings of the country characteristics, culture, and work style
  • Must have an in-depth knowledge in Software Development Lifecycle and Application Management
  • Has implemented Organizational Process Maturity Models
  • Must have good communication skills and stakeholder management
