IPA acts as the main risk carrier for AXA Partners’ assistance business in Europe. The company is based in Belgium and has 10 branches across the EU. IPA Compliance Officer is responsible for supporting the Head of Compliance of IPA in respect of all compliance related matters, in particular the Belgium regulatory monitoring and the IPA branch structure.
In addition the role will support the compliance function in Belgium in implementing and ensuring a robust and effective compliance function across all business units within IPA Assistance. The Compliance Officer will work with the Head of Compliance to implement policies and procedures and ensure delivery of yearly mandatory assessments and an annual compliance plan.
DIMENSIONS OF ROLE
• Support Head of Compliance IPA in assessing, mitigating and remediating compliance and regulatory risks
• Perform the regulatory watch on NBB requirements and contribute to their implementation locally and in the branches
• Develop and expand Compliance skills from working closely with the Head of Compliance IPA but also with the General Counsel of IPA on regulatory aspects in order to grow in the position and gain autonomy
• If not already on the FSMA Compliance Officer List, the candidate will have to take FSMA trainings and pass the Compliance Officer exam in the future.
• Provide support in completing annual the different Group Compliance assessments, in particular the Compliance Risk Assessment and Anti-Bribery and Corruption Risk Assessment for IPA
• Provide BAU Compliance support to all Business Units within IPA as requested
• Provide Quality Assurance to the Compliance Team in respect of IPA activities in Belgium and abroad
• Conduct Compliance Monitoring Reviews in line with the annual Compliance Plan
• Provide assistance on the preparation of Compliance Metrics for IPA Board Reporting
• Support the Head of Compliance with the oversight of Outsourcing arrangements for IPA as well as with all Reinsurance filings done for IPA
• Assist in the delivery of Compliance Training and Awareness locally
• Promote a One AXA Partners Compliance team across all business lines
KEY RESPONSIBILITIES
A. Ensure compliance with rules and regulations applicable to the company
Objectives: Assist the Head of Compliance IPA for the Belgian entity and its branches
- Elaborate compliance reports for the regulators, the auditors (internal and external) and Group Compliance
- Carry out various compliance analysis relating to the applicable regulations
- Conduct compliance risk analysis in accordance with Group guidelines.
- Propose to the Head of Compliance potential changes to improve the company's compliance function and operating methods
- Inform the Head of Compliance of any incident of non-compliance regarding the compliance domains.
- Identify the insufficiencies with regard to the regulatory frameworks that apply and, where appropriate, propose and / or implement any corrective actions (preparation of an annual action plan).
- Follow up on these actions and maintain a record of the incidents thus detected.
- Monitor developments in the field closely to maintain the level of knowledge and keep abreast of changes in rules and legislation.
- Monitor the outsourcing contracts
B. Ensure relations with insurance regulators
Objectives: Assist the Head of Compliance to ensure relations and meet the requirements of the various regulators (BNB & FSMA) for IPA SA and its branches.
- Analyze data and prepare reports and documents to be provided to the NBB and the FSMA.
- Draft responses to letters/questionnaires sent by the regulators
- Diffusion of the Group’s principles/standards
C. Diffusion of the Group’s principles/Standards
Objectives: Suport the Head of Compliance in ensuring that the AXA Group's compliance principles and standards are communicated and adapted to IPA and its branches.
- Take the necessary training and information actions of the staff.
- Contribute to the completion of operational control questionnaires and surveys.

o Solid reporting line to the Head of Compliance of IPA
o Working relationships with:
o IPA SA local teams (legal, risk management, internal control, audit, …)
o Head of Compliance
o General Counsel Benelux
o Local Business Units and Support functions where required

Your Profile
SKILLS AND EXPERIENCE
• Master’s degree in Law or other specialty or equivalent experience
• Minimum of 3-4 years working within Compliance, Audit or Risk teams of a regulated entity
• Ability to understand the business operation to oversee effectiveness of local compliance programs
• Understanding of Insurance products and distribution models is a plus
• Understanding and experience of insurance regulatory framework.
• Fluency to communicate (both written and verbal) in French, Dutch and English
• MS Office: Word, PowerPoint, Excel
• Ability to meet or exceed deadline, prioritise, multi-task and maintain flexibility in a fast changing environment.
• Commercial acumen and ability to influence with persuasive skills and pedagogy
• High level of personal integrity
• Excellent writing skills, critical thinking and good analytical skills
• Autonomy and ability to work in a transversal and multicultural environment
