ORGANIZATIONAL CONTEXT

WFP country offices deliver assistance to beneficiaries through a variety of digital platforms and service providers. WFP works in partnership with several commercial Financial Service Providers (FSPs), including banks, micro-finance institutions, mobile money operators and money transfer agents, in addition to using WFP’s own delivery platform, SCOPE. One of WFP’s corporate objectives is to increasingly digitize the delivery of both in kind and cash assistance, to achieve greater efficiencies and provide greater accountability and traceability of assistance delivered. Therefore, WFP seeks to build its corporate capacity to centrally receive, store, process and analyse digital operational data for the purpose of promoting accountability, controls, and efficiencies as part of cash and in-kind assistance. There is also the opportunity to better inform WFP’s Programme design through the analysis of digital data emanating from operations.

THE ROLE

WFP is recruiting a Data Scientist to be part of the Data Assurance Services team in support of WFP's operations globally. The incumbent on the position need to tackle several challenges in collecting and analysing scattered data, adopting state-of-the-art data science techniques to detect anomalies, while ensuring that data privacy and security standards are upheld. This position plays a crucial role in developing advanced data analytics services to support Country Offices meet corporate identity management (IDM) assurance standards.


The incumbent will be part of the Data Assurance Services unit. The position is based in Munich. The position report into the Head of Data Assurance Services, who is based in Munich.

KEY ACCOUNTABILITIES (not all-inclusive)

  • Lead the promotion of the use of data science solutions by showcasing products to CO’s and business stakeholders in HQ; plans the dissemination of data products to senior stakeholders, raise awareness of available data products.
  • Oversee preparation and dissemination of analytical and critical reports, publications, and dashboards for decision making by the Head of Data Assurance Services, or country office leadership or external use.
  • Coordinate and perform the design and development of customized visualization and presentation products to reveal the findings of analysis for senior and technical management at HQ and Country levels, suitable for all forms of production to include briefings, reports, documentation, interactive interfaces, and publication of quality outputs.
  • Lead the study, exploration, and evaluation of new and existing data sources to determine their effectiveness and accuracy for use in risk and fraud detection and assess their suitability for Country Offices. Outputs will be used to provide data-driven recommendations to senior business stakeholders.
  • Coordinate and oversee complex research and analyses to develop data products; uses internal and publicly available data and information.
  • Provide strategic oversight and guidance to ensure developed guidelines are standardized and provide solutions to relevant process stages.
  • Provide strategic oversight and guidance to team members within the Data Assurance Services team, offering expert insights and providing capability building to elevate the overall data quality assurance process.
  • Create new and maintain effective partnerships with COs and other partner units for exchanging technical information and managing relations.
  • Ensure the best use of assigned financial resources for achievement of set objectives within a significant budget, contributes to short- and long-term planning of the organization and assists in identifying threats and opportunities to the successful implementation of mandates.
  • Establish and maintain relationships with counterparts, senior officers and technical staff in WFP and other UN specialized agencies to maximise possibilities of future inter-agency collaboration.
  • Take responsibility for an equitable and inclusive workplace which incorporates all dimensions of the WFP diversity and inclusion framework.

    QUALIFICATIONS & KEY REQUIREMENTS

    Education:

    Advanced University degree in Data Science, Statistics, Computer Science or Economics or similar or First University Degree with additional years of related work experience and/or trainings/courses.

    Experience:

    • A minimum of 8 years of progressively responsible experience in data science, data analytics, applied mathematics, information management or related area.
    • Must have experience leading diverse teams of international professionals and consultants in the areas of data science, data engineering, or data analysis.
    • Experience working with data science tools such as R, Python, Tableau, and SQL and non-SQL databases.

      Language:

      • Fluency (level C) in English language.
      • Any other UN languages, a plus.

        MORE ABOUT YOU

        Knowledge of cloud data-storage and processing environments, such as AWS, would be considered an asset.

        TERMS AND CONDITIONS

        • This is an International Professional position and is open to all nationalities.
        • The selected candidate will be employed on a limited fixed-term contract of 1 year renewable.
        • Limited Fixed-Term Appointment (LFT) position is a non-mobile staff appointment in the international professional category for a limited period for up to 4 years. The position is based in Munich, Germany and the selected candidate will be expected to relocate. Incumbents of LFT positions are not eligible to apply for other mobile positions advertised internally through the Reassignment.
        • WFP offers an attractive compensation and benefits package in line with ICSC standards (http://icsc.un.org) including basic salary, post adjustment, relocation entitlement, visa, travel and shipment allowances, 30 days' annual leave, home leave, an education grant for dependent children, a pension plan, and medical insurance.
