Job Summary
The Lead and Copper Compliance Coordinator will work within the Community Public Water Supply (CPWS) Unit. This position will administer and ensure compliance with the federal Safe Drinking Water Act (SDWA) and Minnesota Department of Health (MDH) rules and regulations as they pertain to public water systems and define, document, and improve compliance standard operating procedures (SOP). Additionally, the incumbent within this position will collaborate with the Unit Supervisor, other Compliance Coordinators, Section and Division staff, and US EPA to optimize program implementation while providing technical assistance, consultation, and training to staff, public water systems, operators, and others in regard to regulatory compliance for public water supplies.
Responsibilities will include:

• Serve as Compliance Officer Program Coordinator for the Lead and Copper Rule and future rules while making nearly all decisions to ensure compliance with Federal and Minnesota Rules pertaining to community public water systems. This will be completed by performing operational activities related to the rule. A comprehensive understanding extends to recommending the withholding of services or other corrective actions in cases of noncompliance.
• Serve as Compliance Officer Program Coordinator for Water Quality Parameters, make nearly all decisions to ensure compliance with Federal and Minnesota Rules pertaining to community public water systems. This will be completed by performing operational activities related to the rule. A comprehensive understanding extends to recommending the withholding of services or other corrective actions in cases of noncompliance.
• Serve as Compliance Officer Program Coordinator for the Lead and Copper system optimization in consultation with other Lead and Copper staff while also serving as a Compliance Officer for other rules, including but not limited to Revised Total Coliform Rule, as needed by the unit.
• Serve as a permanent backup, training resource and interim coordinator for such additional identified rules .

Qualifications
Minimum Qualifications
The following minimum qualifications must be clearly demonstrated on the applicant's resume/application to be considered for this position.
Two (2) years of experience working in or with environmental policies, regulations, and rules in a government or public health setting.
Experience must include:

• Familiarity with federal and state compliance as it relates to water quality.
• Experience in data and/or records governance as well as the ability to provide guidance and direction to professional personnel.

Additional minimum qualifications to be assessed during interview process:

• Ability to work independently and establish priorities to ensure essential work is completed timely.
• Ability to draft, review, and finalize procedural documents for department and agency wide usage.
• Ability to analyze and interpret legal and statuary requirements for water quality and safety standards.

Master's degree in Environmental Science, Data Science, Biology, Ecology or a related degree may substitute for eighteen (18) months of experience.
Bachelor's degree in Environmental Science, Data Science, Biology, Ecology or a related degree may substitute for one (1) year of experience.
Associates degree in Environmental Science, Data Science, Biology, Ecology or a related degree may substitute for six (6) months of experience.
Preferred Qualifications

• Experience in Lead and Copper Sampling, Rule, or other relevant experience.
• Skilled in detail-oriented, thorough and accurate work.
• Strong problem-solving skills.
• Self-motivated.
• Ability to exercise good judgment and decision-making.
• Ability to manage complex data received from numerous sources.
• Ability to prioritize workload and meet specified deadlines.
• Ability to work both independently, and as a member of a team.
• Ability to receive/react to changes in priorities; be able implement these changes into the daily schedule

Additional Requirements
This position requires the successful completion of a criminal background check and employment reference check.
This position does not require a current driver's license, however, there is travel that requires the incumbent to facilitate their own transportation.
