Job Summary
Join the Minnesota Department of Health (MDH) for the opportunity to provide strategic leadership and Human Resources services to the agency to advance its mission, strategy, plans and work objectives. Through leadership of the HR team this position ensures the employment life cycle is managed, that MDH is a great place to work, diversity and inclusion are valued, and employees are satisfied with their job and feel aligned to the mission, vision, and values of the agency. T his position develops and supports a team that provides exceptional customer service in the following areas: recruitment, selection, job evaluation, compensation, benefits, personnel and payroll transactions, labor relations, performance management, workforce planning, employee development and training, workplace culture, safety, and workers' compensation. This role also partners with MDH's Director of Diversity, Equity, Inclusion and Belonging, and Affirmative Action Officer to ensure alignment and progress toward statewide and agency diversity and inclusion goals. This leadership role champions efforts that improve customer service, efficiency, documentation, and effectiveness by continually improving all HR processes to best serve the needs of the agency, through best-in-class service, and become a leader in the State of Minnesota Human Resources enterprise.
This role has a strong focus on relationship management, stakeholder and customer satisfaction, strategic partnership, process management and change management and leadership.
Working as the Human Resources Director, you will:
  • Direct and manage the HR functions for the Minnesota Department of Health so that the department can achieve its mission and ensuring innovative and effective personnel systems and practices are in place.
  • Manage customer relationships in a proactive and professional manner so all stakeholders, customers, employees, and HR team members feel valued and supported.
  • Create a HR strategic plan that aligns to the strategies in the MDH agency wide strategic plan.
  • Manage HR processes with a focus on customer experience and continuous improvement measuring process adherence, process quality, and process effectiveness.
  • Ensure that process goals are established and that monthly reports are generated, analyzed and that pertinent information and actionable data are regularly and routinely shared with MDH leaders.
  • Oversee the development and delivery of training for managers and supervisors on HR practices and procedures.
  • Develop a strong HR team that is engaged, empowered, and provides first class HR services proactively as partners with the business.

This is a hybrid telework position that will require in-person meetings with external shareholders as will in in-office work in the downtown St. Paul location.
Qualifications
Minimum Qualifications
To facilitate proper crediting, please ensure that your resume clearly describes your experience in the areas listed and indicates the beginning and ending month and year for each job held.
Five (5) years of managerial or supervisor experience in Human Resources (HR) that includes directing multiple professional HR staff, developing HR policies, directing HR programs, and maintaining a strong HR team. Experience must include:
  • Knowledge of federal and state employment and labor laws (FLSA, ADA, FMLA EEO, USERRA) including discrimination laws, and pay equity.
  • Administering collective bargaining agreements.
  • Managing a full range Human Resources department such as talent acquisition and management, job analysis, compensation, HRIS, transactions, workers' compensation, and employee training and development.
  • Providing management consultation on a variety of complex HR issues.

Must be able to receive and maintain delegation of authority from Minnesota Management and Budget for HR work in compensation, classification, selection, and labor relations.
Doctorate degree in Human Resources, Industrial Psychology, Organizational Development, or other related field may substitute for two years of experience; Master's degree in Human Resources, Industrial Psychology, Organizational Development, or other related field may substitute for 18 months of experience; Bachelor's degree in Human Resources, Industrial Psychology, Organizational Development, or other related field may substitute for one year of experience; Associate's degree in a related field may substitute for six months of experience.
Preferred Qualifications
  • Certification as a Hay rater.
  • Experience as a member of a management bargaining team.
  • Experience conducting employee misconduct and harassment investigations.
  • Managerial experience in charge of full range of HR activities in a medium to large Human Resources department for a large organization/agency.
  • Implementing change management and building organizational culture.
