Org. Setting and ReportingThis position is located in the Compensation and Classification Section (CCS), Global Strategy and Policy Division (GSPD), Office of the Human Resources (OHR), Department of Management Strategy, Policy and Compliance (DMSPC). OHR/CCS is responsible for the operation of the United Nations Global Human Resources Centre ('OneHR Centre') established in 2016 to provide centralized job classification and background verification services to the common system organizations. This position is located in the Compensation and Classification Section in Bonn. The incumbent will report to the Chief of Section through the P-4 OneHR Centre Manager. ResponsibilitiesWithin delegated authority, the Senior Programme Management Assistant will be responsible for the following duties: • Independently provides full range of OneHR management and implementation assistance at all phases of the OneHR programme. • Tracks resolutions, updates to relevant regulations, rules and guidelines that affect programme/project content and oversees the preparation of the new guidelines and instructions, as well as proposing changes to relevant ICT systems. • Reviews, appraises and revises, as necessary, background verification cases for the OneHR Centre, including academic records, employment verification, qualitative reference checks and mandatory checks; ensures client is kept abreast of progress made; strives to close cases within agreed timelines. • Drafts budget and forecast based on submissions; prepares monitoring checklists, identifying stages of programme/project development, funding source, inputs by reviewing internal and external bodies, and follow-up actions required. • Prepares communications on OneHR-related activities; drafts inputs for a wide range of documents/reports, briefings/debriefings, correspondence, content for the internal and external communications channels (Teams, website) etc. • Serves as focal point for coordination, monitoring and expedition of implementation activities and participates in OneHR Service evaluation; monitor implementation at all stages to ensure work is proceeding according to established plans, including analysing implementation difficulties and initiating remedial action; liaises with diverse organizational units to initiate requests; prepares standard terms of reference for clients. • Provides secretariat services to client meetings; drafts and circulates agenda notes to members/participants; assembles background documentation; drafts minutes of the meeting; monitors follow-up actions, etc. • Establishes internal databases; sets up, files, stores and manages data and information relevant to the scope of OneHR activities, such as status reports, identifying shortfalls in delivery, budget overruns, etc., creation and monitoring of sales orders, and brings to the attention of management. • Supervises office support staff, including distribution and review of work assignments, training, and inputs to performance evaluation, as well as training team members • Assists with the collection and analysis of data as well as preparation of data presentations and reports for information sharing, responding to queries, knowledge management, planning and decision making. • Assists with visualizations and updating information material such as web pages or brochures. • Performs other duties as assigned. Work ExperienceA minimum of ten (10) years of experience in programme or project administration, technical cooperation or related area is required. The minimum years of relevant experience is reduced to eight (8) for candidates who possess a first-level university degree or higher. One year or more of experience in data analytics or related area is desirable. Experience with job classification or background verification is desirable. Experience with client management is desirable. LanguagesEnglish and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of another official United Nations language is an advantage.
