The Governance Department has currently 40 employees and is divided in 5 regional portfolios (Europe/ Ukraine; MENA; Asia& Latin America; East& South Africa; West Africa).
In the strategic business area of Governance, we concentrate on consultancy services related to Justice/Rule of Law, Peace & Security, Public Administration Reform, Public Financial Management, E-governance, Decentralization, Social Protection, Promotion of Civil Society, and Urban Governance.
Join our team covering the Africa & MENA region in the Governance department in Hamburg as an open-minded and versatile Consultant (m/f/d) and contribute to our mission to provide quality services worldwide.

Your tasks

  • Acquisition of new projects, including elaboration and coordination of technical and financial proposals in the field of governance
  • Management of ongoing projects and studies (backstopping) on site and Hamburg-based (financial and technical administration, monitoring and evaluation of projects and studies)
  • Networking with donor agencies, beneficiaries, partner companies or institutions, subcontractors and experts
  • Conducting fact-finding and technical short-term consultancy missions
  • Elaboration of reports, concepts and presentations and contribution to knowledge and quality management
  • Representing GFA in conferences and seminars
  • Supporting on-the-job-training of our Junior Professionals

Your profile

  • University degree (MA) in political or social sciences, law, economics, international development or public administration
  • At least 3 years of relevant work experience in the context of development cooperation, preferably in Sub-Saharan Africa or MENA countries
  • Familiarity with the German (GIZ, KfW) and/or European development sector (e.g. DG INTPA, DG NEAR, EIB…); a profound understanding of the strategies and policies of the relevant donor agencies will be an asset
  • Professional knowledge of concepts and policies of Governance related issues
  • Hands-on experience in development projects through long or short term assignments; experience in Sub-Saharan Africa and / or Middle East/North Africa is an asset
  • Full proficiency in written and spoken English, working knowledge of German (B2) and French (B2) is a prerequisite
  • Advanced proficiency in standard MS Office applications
  • Willingness to travel abroad on a regular basis
  • Ability to manage complex situations with a sense of pragmatism
