Job Summary
The Chief Data and Analytics Officer (CDAO) is the agency lead data executive, and they are responsible for creating a culture of data equity across the agency. The CDAO is responsible for overseeing and aligning agency data strategy, governance, policy, and standards in close collaboration with the MNIT Chief Business Technology Officer/Chief Information Officer (CBTO/CIO) for MDH. The CDAO and the CBTO will be responsible for coordinating and implementing the overall strategy for MNIT Partnering with MDH, the Office of Data Strategy and Interoperability, the IT Data Strategy team, Center for Health Information Policy and Transformation, Bureau leadership, Operations leadership, and the Commissioner. The position will also champion the agency's data work with State leadership and on the national stage by seeking and implementing sustainable funding models and modern data science methodologies. The position will provide strong data practice and systems governance by creating decision-making pathways that are informed by close consultation with internal and external interested parties. In partnership with the CBTO/CIO, this position is responsible for coordinating and implementing the Data Vision and Roadmap, the Data Modernization Plan, the data objectives and goals of the agency Strategic Plan, and the Commissioner's vision and strategic goals related to data.
Primary responsibilities include:
  • Lead and champion strategic and transformative use of data to protect, maintain, and improve the health of all Minnesotans and achieve health equity in Minnesota.
  • Promote strategic goals to improve data governance, methods, sharing, equity in data governance, policies and practices, and data-driven decision-making.
  • Support data driven approaches to public health practice and priority setting across the agency and state enterprise.
  • Create and maintain a highly collaborative working relationship with the CBTO/CIO to support MDH's strategic objectives for modern data use, data sharing, and the implementation and uptake of data technology.
  • Ensure strategic business partnerships and cooperative working relationships exist between MDH leadership and staff, Tribal and Local Public health departments, academic and health care partners, community groups, regulators, eHealth Advisory Committee and all other state, local, tribal, and federal agencies/entities.

  • This is a hybrid telework position that will require in-person meetings with external shareholders as well as in-office work in the downtown St. Paul location.
    Qualifications
    Minimum Qualifications
    To facilitate proper years of service crediting, please ensure that your resume clearly describes your experience in the areas listed and indicates the beginning and ending month and year for each job held.
    Four (4) years of management and leadership experience in the areas of epidemiology, data science, health informatics, health disparities/equity research, data modernization, or related field, sufficient to plan, organize, and direct human and fiscal resources to achieve full productivity under changing circumstances including experiences in the following areas:
    • Experience with planning, customer service, and skills in the areas of data, research, and evaluation, including a working knowledge of the various analysis methodologies for defining the needs for equitable data projects and programs and the data standards necessary for advanced public health research and analysis.
    • Experience with leading advanced data analysis teams with responsibilities that include planning, designing, directing, or implementing public health related evaluation efforts; leading public health data collection, management, analysis and dissemination; managing research study information and systems and implementing Data and information standards.
    • Data governance experience including developing, implementing, and overseeing policies, practices, and procedures with multiple stakeholders, including community members.
    • Knowledge of public health, data science, informatics, data collection, data analysis, data governance, and strategy development, including ability to articulate challenges in these areas, including limitations of current methods, and opportunities on the horizon for public health data modernization.
    • Project Management experience with full responsibility to design, plan, and manage complex large-scale projects; establish time and cost controls; monitor progress and assess performance; and meet interim milestones and long-term objectives.

    Additional minimum qualifications to be assessed during interview:
    • Ability to translate technical terms and concepts into terms easily understood by agency leaders, staff, and public.
    • Superior written communication skills including the ability to compose technical articles to explain, summarize or advocate the public health and data aspects of all activities.
    • Ability to plan strategically sufficient to visualize and articulate long-range goals and needs, to provide directions and support to project teams and to facilitate the planning and development process to integrate Data governance, Agency and Statewide missions and goals.
    • Demonstrated experience advancing equity in data collection, analysis, dissemination, and interpretation.

    *A master's degree in a related field substitutes for eighteen (18) months of experience, OR a related bachelor's degree substitutes for one (1) year, OR a related associate degree may substitute for six months of experience.
    Preferred Qualifications
    • Advanced degree in informatics, health information management, information technology, data science, epidemiology, public health, or a closely related field.
    • Experience with social or spatial epidemiology.
    • Experience in project management, process improvement, and change management.
    • Experience with community engaged research methods.
    • Ability to identify, analyze, and solve problems by bringing forth mutually acceptable solutions within the parameters of budget, staffing, and technology limitations .
