The Environmental Consultant, Bayway Refinery manages the facility Leak Detection and Repair (LDAR) program and supports the Environmental Section in other environmental compliance programs including but not limited to Spill Prevention, Land Use, and Facility Response Plans. This position will provide a broad base of general environmental compliance support and will report to the Environmental Team Lead within the Health, Safety, and Environmental (HSE) department. The Environmental Consultant will be a resource to Bayway HSE, Operations, Mechanical, and Technical Departments.

Responsibilities May Include:

  • Responsible for the facility LDAR program which includes overseeing all day-to-day activities of the LDAR contractor, serve as a facility liaison for all LDAR related activities including follow-up with repairs and all required inspections.

  • In addition to LDAR, the position is also responsible for other environmental programs including, but, not limited to Spill Prevention, Land Use and Facility Response Plans

  • Interface with regulatory agency representatives for information requests, inspections, and other related activities.

  • Participate and represent the Bayway Refinery in local and national industry groups.

  • Ensures proper tools are in-place for field implementation of requirements for site regulatory compliance.

  • Develop methods for measuring and monitoring environmental program performance.

  • Lead or implement compliance improvement plans in response to business goals, audits, inspections, and incidents.

  • Communicate with management regarding environmental compliance issues.

  • Network with other Phillips 66 business units on common air issues.

  • Participate in environmental audits.

  • Provide Environmental Unit ICS support for emergency response, as needed.

  • Manage and provide safety oversight of environmental contractors, as appropriate.

  • Track regulatory developments as they pertain to refinery operations and determine/drive needed changes in refinery practices, as necessary.

  • Interface with regulatory agency and internal representatives for information requests, inspections/ audits, and other facility related activities.

Required Qualifications:

  • Legally authorized to work in the United States basis without restrictions

  • Must have a valid driver's license

  • Bachelor’s degree in an Engineering or related discipline

  • 3 years of experience in refining, petrochemical, and/or related industry

  • Knowledge of manufacturing safety requirements and DOT regulations

  • Ability to represent Phillips 66 to outside agencies and organizations

  • Working knowledge of OSHA regulations

  • Must currently hold or be willing and able to obtain a valid Transportation Workers Identification Credential (TWIC)

  • Intermediate to expert computer skills in tools such as Outlook, Word, Excel, PowerPoint, and SAP

  • With or without reasonable accommodation, must be willing and able to perform/comply with the following:

    • Wear Nomex fire retardant clothing and personal protective equipment (such as steel-toe shoes, ear, and eye protection)

    • Maintain face daily so that a respirator/face mask can seal properly (some examples include being free of facial hair and/or clean shaven)

    • Work outdoors and in inclement weather conditions

    • Lift (raise and transport 50 pounds), bend, stoop, perform moderate manual labor

    • Work in confined spaces, climb, and work at various levels above the ground

    • Safe work practices and procedures

Preferred Qualifications:

  • 5+ years environmental compliance experience

  • 5+ years’ experience in refining, petrochemical, and/or related industry

  • Interpersonal, networking and Team building skills

  • Create a free flow of information

  • Business focused and cost conscious

  • Broad knowledge of Environmental Regulatory Requirements. (e.g. CWA, RCRA, Air Programs, etc.)

  • Able to influence others to achieve and maintain regulatory compliance

  • Networking and team building skills; strong interpersonal skills

  • Ability to communicate and influence wide variety of personnel

  • Ability to assess risk and stand for necessary change

  • Good operating judgment and knows when to involve/ collaborate with others regarding decisions

  • Ability to prioritize and work on multiple projects

  • Business-focused and cost conscious

  • Effective and accurate writing and verbal skills as it applies to personal communications and procedure writing

The Bayway Refinery is located on the New York Harbor in Linden, New Jersey. Bayway's facilities include crude distilling, naphtha reforming, fluid catalytic cracking, solvent deasphalting, hydrodesulfurization and alkylation units. The complex also includes a polypropylene plant with the capacity to produce up to 775 million pounds per year. The refinery processes mainly light and medium, low-sulfur crude oil. Foreign crude oil is supplied to the refinery by tanker, and domestic crude oil is supplied through a combination of rail and marine transportation. Within the refinery, Phillips 66 Partners has a rail receiving facility with 75,000 BPD of offloading capacity. The refinery produces a high percentage of transportation fuels, as well as petrochemical feedstocks, residual fuel oil and home heating oil. Refined products are distributed to East Coast customers by pipeline, barge, rail car and truck.
